£5 million will be made available to local authorities to provide support for tenants through the Discretionary Housing Payment (DHP) scheme, as part of the Coronavirus (2nd) (Scotland) Bill. Housing Minister Kevin Stewart acknowledged that the wider of impact of COVID-19 is leading households to greater financial hardship, and many people will be on benefits for the first time. Households may have seen their income decrease substantially and as a result may be struggling to pay their rent. He stated that this additional funding should provide support for tenants who are under severe financial pressures and who find the UK welfare state is not providing the safety net it should.
